mark the tag has FiLLED properly, if you don't know then go to the FiLLED section and check the TAG as [FiLLED]-

Actually, that's his problem. As long as he doesn't mark filled topics correctly, he has them active all the time and cannot create new ones. So he should have figured out himself that something is wrong...
